Parliament Monsoon Session Highlights: Lok Sabha, Rajya Sabha Adjourned For The Day


The opposition INDIA bloc plans to oppose the bill.

Rajya Sabha was today adjourned till Thursday. The House will meet again at 11 am tomorrow. 

Several Bills including a Bill for “reforms” in the mining sector, especially for increasing exploration and mining of critical minerals which are essential for economic development and national security in the country were passed in the Upper House.

Earlier in the day, Lok Sabha was adjourned yet again after Opposition’s protest over the Manipur issue.

36 Websites Faced Hacking Incidents In First Six Months Of 2023: Centre

As many as 36 websites of ministries and departments under the central and various state governments faced hacking incidents in the first six months of 2023, Parliament was informed on Wednesday.

Cyber security watchdog CERT-In tracked these incidents.

According to data shared by Minister of State for Electronics and IT Rajeev Chandrasekhar in Lok Sabha, a total of 1,12,474 cyber security incidents have been tracked by CERT-In.

Parliament Passes Jan Vishwas Bill To Promote Ease Of Business

Parliament on Wednesday passed a bill which seeks to promote ease of business by decriminalising minor offences through amendments in 183 provisions of 42 Acts.

The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed by Rajya Sabha by a voice vote.

Lok Sabha had cleared the legislation on July 27.

Minister of Commerce and Industry Piyush Goyal said the bill will promote the ease of doing business by decriminalising a number of provisions.

Rajya Sabha Chairman Meets Congress Chief, Sharad Pawar Over Parliament Logjam On Manipur Issue

Vice President Jagdeep Dhankhar on Wednesday met Leader of Opposition Mallikarjun Kharge and NCP leader Sharad Pawar in his chamber at Parliament in a bid to break the deadlock in the house over the Manipur issue.

While Mr Dhankhar, who is also Rajya Sabha Chairman, has allowed a discussion on the issue of violence in Manipur allowing notices of some members under rule 176, the opposition has been firm in its demand that the discussion be held under rule 267 which entails suspension of all other business and the prime minister issues a statement.

The Chairman has been meeting members of the opposition bloc and is seeking their cooperation for the smooth conduct of the house. 

India Imparted Training To Over 3,100 International Civil Servants: Centre

As many as 3,112 civil servants from foreign countries have been imparted training by the National Centre for Good Governance (NCGG), Union Minister of State for Personnel Jitendra Singh said on Wednesday.

Of them, 2,099 participants were from Bangladesh, 818 from the Maldives, 97 from Myanmar, 49 from Gambia, 19 from other African countries (Kenya, Tanzania, Tunisia and Seychelles) and 30 from Cambodia, he said, “In the year 2023-24, 45 international capacity building programmes for training 1,750 international civil servants have been planned,” Mr Singh said in a written reply to the Lok Sabha.

The Ministry of External Affairs (MEA) has sanctioned an amount of Rs 17,60,26,500 for the capacity building of 1,425 international civil servants from Bangladesh, Cambodia, Mauritius, Sri-Lanka, Myanmar, Gambia, multi-country courses for African Countries, Forum for India-Pacific Islands Cooperation (FIPIC)/ Indian Ocean Rim Association (IORA), Latin American Countries (LAC) region including one e-Indian Technical and Economic Cooperation (ITEC) course on “special programme on emerging governance practices”, he said.

Centre Introduces Jan Vishwas Bill In Rajya Sabha With ‘Ease Of Business’ Promise

The Centre on Wednesday introduced the Jan Vishwas (Amendment of Provisions) Bill, 2023 in Rajya Sabha, which seeks to promote ease of business by decriminalising minor offences, amending 183 provisions in 42 acts.

The Lok Sabha passed the bill on July 27 in the current session.

Piloting the bill in the upper house, Minister of Commerce and Industry Piyush Goyal said it will promote the ease of doing business by decriminalising a number of provisions.

136 Cases Filed, 136 Arrested Under Official Secrets Act Between 2019-2021: Minister
Union Minister of State for Home Affairs Nityanand Rai today informed Rajya Sabha that 136 cases were registered by Central Investigative Agencies under Official Secrets Act or any other law for espionage, while 136 persons were arrested and 2 were convicted between 2019 and 2021. 

Mundra Port Drug Case: 2,988 Kg Heroin Seized, 27 Arrested, Says Minister

Minister of State for Home Nityanand Rai, while divulging details on the 2021 Mundra Port drugs case, said that two containers of a consignment of heroin weighing 2988.21 kilograms were seized, National Investigation Agency (NIA) has filed four chargesheets and 27 accused have been arrested.

“The drugs had originated from Afghanistan,” he added.

He made the remarks in reply to a written question put forth by Congress MP Kumar Ketkar to the Minister of Home Affairs in the Rajya Sabha on Wednesday. Ketkar asked if the Government has found about the prime accused of three consignments of drugs landed that he alleged had landed at the Mundra Port.

Rajya Sabha Passes Forest Conservation (Amendment) Bill

Rajya Sabha on Wednesday passed a bill that exempts land within 100 km of the country’s borders from the purview of conservation laws and permits setting up of zoos, safaris and eco-tourism facilities in forest areas.

The Upper House passed the Forest (Conservation) Amendment Bill, 2023 after a brief debate, though the opposition had walked out over the ethnic violence in Manipur. The Bill was passed by Lok Sabha on July 26.

Constructing 6,000 Transit Accommodations For Kashmiri Migrant Employees: Centre

The government has taken up a project to construct 6,000 transit accommodations for Kashmiri migrant employees returning to the Valley, and a total of 880 flats have been constructed in the last three years, the Parliament was told on Wednesday.

Sharing the information in a written reply in Rajya Sabha, Union Minister of State for Home Nityanand Rai pointed out that the move was taken up “due to improved security scenario in Kashmir Valley”.

The Minister also clarified that “no Two Room Tenements (TRTs) were built in 2004”.

481 Cases Reported To Police Over False Promises By Touts To Tourists In Delhi In 1.5 years: Minister

Union Minister of State for Home Affairs Nityanand Rai on Wednesday informed Rajya Sabha in a written reply that 481 cases have been reported to Delhi Police regarding false promises by touts to tourists in the national capital in 2022 and current year till July 15.

He said, “The cases reported to Delhi Police for false promises by touts include cheating, overcharging etc. and are registered under the Delhi Prevention of Touting & Malpractices Against Tourists Act, 2010. During the last one year and current year (upto 15/07/2023), 481 cases have been reported, out of which 61 cases have concluded into conviction and 01 case into acquittal.”

880 Flats Constructed In Last 3 Years For Kashmiri Migrant Employees: Centre

A total of 880 flats have been constructed in the Kashmir valley in the past three years for Kashmiri migrant employees who wish to return, Union Minister Nityanand Rai told Rajya Sabha on Wednesday.

Mr Rai also said 5,248 two-room tenements were constructed in Jammu region — Purkhu, Muthi, Nagrota and Jagti — to accommodate the people who had migrated due to terrorism in 1989-1990 from their ancestral places of residence in Kashmir. These tenements were constructed in two phases till 2011.

1.14 Lakh Posts Vacant In Central Police Organisations: Centre

As many as 1,14,245 posts are lying vacant in central police organisations such as the CRPF, the BSF and the Delhi Police, Union Minister Ajay Kumar Mishra said in Rajya Sabha on Wednesday.

Mishra said in 2023, advertisements for about 31,879 posts have been published, and out of these, 1,126 posts have been filled up.

The Ministry of Home Affairs and its organisations, including the Central Armed Police Forces such as Border Security Force, Sashastra Seema Bal, Central Reserve Police Force, Indo-Tibetan Border Police Force, Assam Rifles and Central Industrial Security Force, and central police organisations, including Delhi Police, has approximately 1,14,245 vacant posts at present, he said in a written reply.

Over 2.27 Crore EWS Students Enrolled In Private Schools In Last 5 Years: Minister

More than 2.27 crore students from the EWS category enrolled in private schools in the last five years, with Madhya Pradesh accounting for the highest number at over 53 lakh, followed by Rajasthan, the Union Ministry of Education said on Wednesday.

The information was shared by Union Minister of State for Education Annapurna Devi in response to a written question in the Rajya Sabha.

According to the data, 2,27,72,124 (2.27 crore) students from the Economically Weaker Section (EWS) category enrolled in private schools from 2018-19 to 2022-23.

Opposition Members Walk Out Of Rajya Sabha Over Manipur Issue

Members of the opposition INDIA bloc parties walked out of the Rajya Sabha for the second time on Wednesday demanding a discussion on the Manipur issue besides alleging that the leader of the opposition was not allowed to speak in the House.

When the Upper House, which saw opposition members walk out in the pre-lunch period, reassembled at 2 pm, Union Minister for Coal and Mines Pralhad Joshi moved The Mines and Minerals (Development and Regulation) Amendment Bill, 2023, for consideration and passage.
