Bills on legal system likely to be taken up in winter session | India News – Times of India
“Discussions and consultations preceded tabling of the bills. The parliamentary committee on home affairs will look into the bills on a priority basis,” an MP, who is a member of the parliamentary panel, told TOI. BJP’s Rajya Sabha MP and former UP DGP Braj Lal is chairman of the panel on home affairs.
While tabling the Bharatiya Nyaya Sanhita (BNS) Bill, 2023; Bharatiya Nagarik Suraksha Sanhita (BNSS) Bill, 2023; and Bharatiya Sakshya (BS) Bill, 2023, on Friday, Amit Shah had said the move marked a paradigm shift to ensure speedy justice, integrity of evidence for higher conviction and lower pendency in line with people’s aspirations.
The three bills were drafted after an exercise of over four years as consultations had started in October 2019, a few months after the second Modi dispensation took over. “In his speech from the ramparts of Lal Qila, PM Narendra Modi had said the country should erase the memories of slavery and colonial era before 2047, the 100th year of the country’s independence, and replacing the old laws was an assertive move in this regard,” a senior functionary said.
In September 2019, the home ministry initiated this reform process after which Shah wrote to all governors, chief ministers and lieutenant governors/administrators. In January 2020, suggestions were sought from the Chief Justice of India, chief justices of all high courts, bar councils and law universities. In December 2021, suggestions were sought from members of Parliament.
However, opposition parties have already criticised the proposed changes and another round of acrimony seems imminent in the winter session.
